This report forms the basis for the work of the Industrial Service Section, including the women's branch. It affirms the right of workers and employers to organize and bargain collectively; declares that maximum production of all war industries should be maintained; and that "minimum rates of pay shall be established THE FIELDS OF FLANDERS The long straight fields of Flanders Are white no more with grain; Wc are sowing them with crosses And tears fall as the rain. Though laborers are many. The crops too slow mature, For the harvest sought in Flanders Is peace that shall endure. We sow the fields with crosses--Each cross a resting-place Where God's peace touches Flanders To fill a little space. These spots of growing number, All wet with women's tears, Must bring at last from Flanders The harvest of the years.--Charles Mulford Robinson in The Outlook. which will insure the subsistence of the worker and his family in health and reasonable comfort." Of women in industry the report has this to say: "If it shall become necessary to employ women on work ordinarily performed by men, they must be allowed equal pay for equal work and must not be allotted tasks disproportionate to their strength." It is this broad policy, expressed also in more detail in General Orders No. 13, issued by the chief of ordnance last November, which forms the platform for the women's branch.
